Go to your user folder and navigate here: AppData\Local\LOTF2\Saved\Config\Windows.
There's an .ini file there called gameusersettings. Open it and at the top, change frame generation to False and save the file. Boot up the game and you SHOULD be able to turn off vsync. It worked for me.
Turning off vsync in the file itself doesn't work by the way. First thing i tried before i found this workaround.

DLSSFrameGenerationEnabled=False is already in the file since patch.
The only way to turn off v-sync ingame is through nvidia control panel.
Which is bad because this means g-sync does not work ingame.
In Nvidia control panel v-sync should be ON
and ifv-sync is OFF (the menu is there) in the game setting, it still has v-sync on ingame.
V-sync is only off ingame if it is also off in Nvidia control panel.
If you do that, you can see that G-sync is not working in game ->tears.
This guy's right: by adding "-DLSSFG" as a launch command, we get back the possibility of removing Frame Generation from the game menu and therefore removing Reflex and VSync, while keeping the one on the nvidia control panel enabled.
