In 2160p or 2160p with DLSS Quality, this "drunken filter" is far LESS noticeable.
So YES, this graphic effect is intentional!
At first I didn't notice it either. If you stand still in Umbral and look into the distance, you will notice that the image "wobbles"
This "wobble effect" causes a pixel shift that runs from bottom to top (to create the wobble)
And in low resolutions it looks like VHS distortion. Its a supid effect choice
Even though it's intentional, it feels like the filter is broken somehow. The lines are clearly visible.
Needs to be done smoother, AND have an option to disable it. Umbral is creepy enough to not need the effect.
add the line " r.atmosphere=0" without the quotes and it'll remove the effect (plus a ton of others)
