Andreas of Ebb's Questline

I got locked from Andreas of Ebb's Questline just because I refused to give him the book once; that is ridiculous.

Previously upon completing Gerlinde's Questline, I can refuse to give her or Sparky the Rune Tablet and then still have the option to do so later; so I was under the impressions that it is still safe to refuse for now to consider beforehand
But for Andreas, just simply by refusing him, I am locked away from the possibility to give the book to him again, it's ridiculous.

Can I not do something about this?
