Empyrean Pendant Bug?! Item not showing up

So I gave Exacter Dunmire at Skyrest Bridge the Bloody Aspergillum and Hallowed Sentinel Scripture and nothing happened.

I tried the talk option multiple times, sleep/reset, log out of game come back, travel between areas, nothing. The pendant is still not showing up in his shop.
Can anyone please tell me how I can trigger it to show up or is this a bug that I can't fix? Since the item is what I need for my class and don't want to start from 0 again.
