I just decided to throw on what looks good and pray it works...
If you read the text of the rune there is generally a hint there how much the scaling is improved. For the scaling runes there you look at the "shield function" text to get how much the scaling on the weapon will be improved. One rune reads "Increases X attribute slightly" and the other one reads "Increases X attribute massively.
This correlates to the "weapon function" and the damage scaling of the rune.
Tested it and it was true.
