Absolute insane Stuttering...
I dont even know where to begin..
im on a fresh 9800x3d/9070XT build, all my other games run really well, however in this it seams completely unplayable.
Im sitting at 200+ fps like 90% of the time, however the stutter rates are always on 1-6% when monitoring, and its super jittery.

Also tried to do it all, including bios settings, Downloading process Lasso and setting affinities, aswell as all the google tips. Nothing helps.

As for settings, im on a 240hz monitor, and capping it at anything below 120 Just looks and feels super laggy (unplayable) And the framepacing is not well optimized like in darksouls where 60 fps feels very smooth.

Overall highly disappointed in this game, with how much praise its been getting for its updates, i just figured the devs would had focused on the most important part of the game.

I'm having a super smooth experience on a 5800X3D/9070 XT on a 144Hz Freesync Premium monitor. Getting about 100 FPS at 1080p all set to max (including the render scale at 100%). Barely any microstutters at all and if they happen they aren't perceptible.

For me it's actually one of the better running UE5 games.

Some things that might be the issue:
Radeon Anti-Lag produces stutters for me in almost every game - try deactivating it if it's on.

Some FPS counters which are based on Intel Presentmon can produce some heavy stuttering when running in the background (Example would be something like HWInfo64) but possibly other FPS counters as well.

If you have AMD fluid motion frames 2.1 enabled in the Adrenaline control panel this'll also give you a bad experience. That's just induced Frame generation and generally only works well in edge cases. Would explain the input lag you're describing.

Other than that I only hear about that stuttering issue on AM5 systems, but never on AM4 systems like mine. Might be a specific issue with 9800X3D and 7800X3D CPU's.

I'm having fairly smooth experience, but i've 13600K/4080. One trick that works for me in some titles is disabling rebar, you can do it via nvidia profile inspector, but no idea how to do it on AMD - or if it will even help any.

I did hear though about microstutters for 7800x3d, so there might be something to it, i suspect it's some kind of bios setting that causes it, but i know little on AM5 to offer input there.

Anecdotally I've heard about AM5 users having a worse experience after the Windows 11 24H2 update but it's only based on loose information I picked up here and there, so nothing reliable. I tried to figure out more about it but I couldn't come up with any good information.

Havent tried that but im 99,99% sure it wont solvev it. So far tried 100 things and nothing has even slightly improved it.
Might be true that its an AM5 Issue, however im not the only one with this problem.

Well, that counts out the 24H2 theory at least.
My money's on a general AM5 issue then. AM4 had more time in the oven for things like that to get ironed out by now by Windows updates.

Not saying that it's just you, for sure. Seen this issue described often enough. Just trying to find commonalities and AM5 is the only one I could find so far. Which is a shame - it's the fastest and most advanced platform out there and should work the best by all accounts.

Not sure if this one is fixable by CI Games but if it is I hope that they do something about it.

Keep in mind though, that you're on an operating system which is on its way out. And coupled with a very recent CPU no less. The Windows 10 scheduler might not be well optimized for your 9800X3D either.

I'm on an up to date Windows 11 Pro, btw.
