Edit: About 20 mins after I posted, I updated the NVIDIA app. I thought I updated the drivers before but turns out launching it from the NVIDIA app did the trick. I had read all about the CPU issues in the past and antivirus and the firewall issues. Turns out it was graphics for me. Try this idea if it's not antivirus or firewall.
The explanation is at 4:50 minutes into the video (the content is in Portuguese but you can use the English dub).
I also put the game in the exceptions of my antivirus and in the Windows firewall just to make sure. My NVidia driver was up to date

Fully Remove Streamline Framework Files
Navigate ...\SteamLibrary\steamapps\common\Lords of the Fallen\LOTF2\Plugins\Streamline\Binaries\ThirdParty\Win64\
Rename or temporarily move these files:
sl.interposer.dll
sl.reflex.dll
Rename DLSS Files (as they might still be loading Reflex indirectly)
Navigate to: ...\SteamLibrary\steamapps\common\Lords of the Fallen\LOTF2\Plugins\DLSS\Binaries\ThirdParty\Win64\
Rename nvngx_dlss.dll to nvngx_dlss.dll.bak
(verifying game files will probably add these back)

After checking all 2 boxes from all 3 files I tried running again and got this error finally:

Which I created the exception, and then clicked the play button from steam launcher, and was able to play.
