Pre-Upgraded Loot
Can anyone explain to me what is this advanced modifer? I am confused on what exactly does it mean by

"Weapons, shields and catalysts found as loot from enemies, or in the world, will come pre-upgraded based on your player level."

Does this mean that normally, ♥♥♥♥ you find can have upgrades already attached to them. But with this modifer, they are all unupgraded so you can add your own upgraded instead of hunting for unupgraded version because the one you find have bad upgrades on it. But what does it mean by based on your player level?

Haven't tested it myself but yeah gear dropped from enemies and random loot will be upgraded. As for the level I assume based on your level lets say your level 30 gear you find will b +3 or 4 not sure what the math is for it. Weapon upgrades are actually static.

So having that advanced modifier actually hurt you since you won't get upgraded gear?

no, it will be upgraded based on your level. upgrading gear is a static meaning it only goes from 1-10 I think there's no infusion system so it'll give you a reason to use new gear.
