MOBS. 90% of the game consist in long range and close range gank mobs that are relatively squishy that do not need strong weapons to dispatch. Therefore, any tier 2 / tier 3 physical AOE throwables is the strongest non-magical physical weapon for 95% of the game when doing a non-magic build.
BOSSES. now use more of the Umbral mechanic. Most bosses can now be staggered with some variation of the Umbral lamp and parrying, so any weapon will do. In general, quicker weapons will have better windows for parries, better than shields. For some reason, the AGI only shield have a terrible parrying window. The strongest physical weapon won't do more damage than a strong main weapon with the appropriate salt for elemental damage.
