Seriously, on average 1000 people are online via Steam, that's not always the same 1000 via Steam. In addition, there are the epic games players and not to forget the console players.

My drivers are up to date, verified files, Uninstalled and reinstalled, windows 8 compatability, run as administrator. Put the game on low, medium, auto-set. Used suggested launcher option from devs to use -dlssfg and -nopsos. Nothing works.
As soon as I continue the game, and take about 15 steps it crashes.
Oh Dear... Thats a Intel Arc A770 DRIVER thing... but try the following:
Use the steam startoption -DX12 for this game. I KNOW, this game runs only in DX12 but Intel Arc doesn't know this.
I tried it, still crashed when I tried to fight first boss. Pieta, I think.
there is a free UE5.1 benchmark on steam called EZBENCH
this one works exactly the same way as LotF
this benchmark contain the UEPrereqSetup_x64.exe
in the following folder:
C:\Program Files (x86)\Steam\steamapps\common\Ezbench\Engine\Extras\Redist\en-us
this exe installs all required C++ redist for UE5. That would be worth another try
or use a C++ redist All in One Pack like this one:

That would be my final idea on the problem. Otherwise all that's left to do is wait for a good Intel driver for ARC
