Where to upgrade weapons/armor??

I must have missed an npc somewhere because I am several bosses deep into the game now and have yet to upgrade a weapon or armor. Is that just how this game goes? I can't imagine there's no upgrade NPC somewhere.

Gerlinde (an NPC who is in a cage at the Pilgrims' perch) will do this once she is freed.

From Bellroom vestige in Pilgrim's Perch you need to take the big elevator down and one more ladder down to find the blacksmith locked in the cage. As soon as she's free, you will find here in hub ready to upgrade your weapons.

This elevator is not usable until you find gerlindes cage/room/cave

Op clearly says he missed her, but killed several bosses already. He might already activated the elevator.

Thanks, yea I missed her. That helped a lot, the game was really starting to become a struggle.
