Is it available only 1 per game? I cannot farm it from enemies?

I cannot confirm from where I got it, but something else does drop it. I have 2 and this is my first run on pc.

Nevermind, it appears that all of the games crashing issues gave caused a dupe. Once I removed the rune from a socket to put into a different shield one of them disappeared.
