You can't target Umbral Belly by last update.
Umbral Belly in the Hallowed Brothers Leprosarium, I can not lockon. It show only interaction sign. I solve the problem but It will have to be returned to its original state.

You can still free aim soulflay it if you get real close.

It's able to be soul-flayed after finishing the radiant armour quest-line, however as others have suggested you may soul-flay the belly manually and should work regardless of the status of the quest
