any idea on who's gonna drop these new spells?

As for radiance probably abbesses (thrown), huntress (spell) and pureblade (spell). Thrown inferno is 100% trapper. Seared soul may just be from seared souls, as for incinerating blast no idea, only witch comes to mind.
As for umbral no idea about thrown, but spells are probably from knights and hunters in fief.

Edit: I can confirm shield spell with theory above.
Edit2: Throwable indeed drops from abbess, but that was kinda obvious.
Edit3: Arrow spell drops from Sin Piercer. Moving onto infernal items now.
Edit4: Snare is indeed reward dropping from Trappers.
Edit5: Seared Soul unsurprisingly drops from Seared Souls. Easy farm at least.
Edit6: Hibernal Cleave does indeed drop from Kinrangr Guardian.
Edit7: Gor Bursting Grub from somewhere, probably Medacious Visage.
Edit8: Puncturing Hail drops from Griefbound. As for fireball - I have no idea and I'm gonna leave it there for now.

What mobs are considered elite for the offline shrines farming ?

I'm just gonna guess but I think for umbral it'd be something like mendacious visage. As for rhogars probably ruiners, enchrantresses and skinstealers. In case of hallowed sentinels abiding defenders maybe or receiver of sacred resonance. That's just a guess though. I was going straight for my guesses for spell drops so far.

I assume they'll drop from the enemies that use them. So the ice projectile one from the witches in the fief, for example.

You are bit late to the party, in my original post I've found all but 1 spell. That was answer to Kriss' question about offline covenant items.
