Pure physical damage weapon
With radiance runes
With inferno runes
With whatever the ♥♥♥♥ runes except useful

Small and medium shields with a useless set of runes, but giant shields with any runes

Have you spent your entire budget on a Danzig song?

I upgraded the two-handed axe to +9, in the preview it showed it would get 3 rune slots but it only has one so far.
How do I unlock space for subsequent runes? Does it have to be at +10?

You need to to find the other 2 rune tablets and give it to blacksmith lady, then you will have option to equip 3 runes.

Cracked Rune Tablet - Found within Fitzroy's Gorge. This will unlock rune options. After defeating The Hushed Saint, continue on the right path by the cliff side. Defeat the enemies until you reach the cave section. Keep walking on the main path until you come across a gap that will require you to cross to the Umbral Realm. Then, stay on this path until you encounter Drustan, then continue walking down the path, and use the ladder at the end of the platform. Keep walking until you see a glowing item at the edge of the cliff to get the Cracked Rune Tablet.
Chipped Rune Tablet - Found in a house in Upper Calrath leading to Sunless Skein. This will unlock further rune options. After defeating the Spurned Progeny, stay on the main path until you reach the city and drop down inside the house. Explore the interior and go down the stairs where you see an enemy standing in front of the fireplace. Defeat the enemy and take the Chipped Rune Tablet behind it.
Rune Tablet - Found in a chest near the top of the tower in Tower of Penance. From the top of the tower, walk past the stigma then exit the alcove and head to the left to drop down onto another platform. Be careful of the Shrouded Remnant that shoots projectiles at you as you make your way across the narrow beams, and look inside one of the jailcell, to find an Emergence Effigy. Fall onto the grates below and defeat the multiple Avowed and Marksmen, as well as an Ardent Penitent. On the outer ring of this floor, you can find several items and objects of note. The chest containing the Rune Tablet is found by the divider wall.

each rune tablet gives +1 rune slot, the last one is in the tower of penance

Pure physical non inferno and radiance weapons feel useless to me. This game, doesn't seem to have a good design for builds. Sure, you can make overpowered Radiance, Umbral and Inferno builds. Which is exactly why variety in builds is bad.

Like Nioh 2. If you don't use ninjitsu or omnyo, your build is going to hell end game.

This is an issue with a lot of weapons in the game where the weapon primary damage and scaling does not correspond with rune slot types. It almost feel like the rune slots were randomly chosen.
I wanted to play classic sword and board using longsword but there was only one viable longsword for STR&RAD build that worked well. Proselyte longsword is perfect example where 2 slots are Inferno ones, which makes the sword rather poor choice since very few Inferno runes will scale physical damage or provide some benefits.
