Unless you're planning on giving up Inferno, you may as well just respec if you feel that you must.
I wouldn't start over unless you wanted to try a completely different playstyle.
Anyway, if you're at Progeny, you're going to start earning more than enough vitality just playing without any boosts to worry about respecing IMO.
Side Note: You can earn about 100K vitality in Co-Op just farming the bosses back to back, which is super easy if you've beaten the Umbral ending and have the restart at any time option.
Edit: To be clear, you can earn 100K every 5 to 10 minutes from the start of the game with the right partner to do it with.
It sounds like you don't mind starting over too much. Only bad that could come out of that is you may miss some items if you're not as thorough in searching since it'll be your second time through, and you have a better idea of where to go.
Reason I say to start over if you don't care for using inferno spells and weapons is because the class you started with has most of its base points in inferno. And if you respec, you can't go lower than those base stats. So you'll have 8-10 points in a skill you're not using. Granted you can still always grind to max out everything.
You'll probably enjoy your new play through more because you have a better idea of where to put your points instead of always having that wasted stuff looming over your head the whole time.
Yeah if you're using spells, respec is the way to go. It's when you're not using a stat you're currently specialized in is when I'd start over.
As of now, the only spear that scales with inferno is the "pointed stick". You can buy one from that hunch backed pilgrim dude. Or I think those hunch backed pilgrims that throw fireballs at you drop them. The other spear is in the final area. And it scales with Agility and Inferno. Most other inferno weapons scale either by itself or with strength.
If you're talking about polearms, that's a little different.
