Do effect runes create an effect?

I would like to know about runes that increase conditions or weapon damage that just increase something already existing or create the damage or condition, like putting a poison rune on a weapon that doesn't cause poison would make it cause poison

if by poison (your exemple) you refer to the Atarux rune , it increase existing build up poison , so no , your weapon must have innate poison build up for the rune to have an impact on your weapon/spell.

Same goes for Vixys (bleed) , Morhem (frost) Trelos (ignite) and Olandi (smite)

rune that increase holy damage (Satus) , fire damage (Tiarnax) and elemental damage (Shon) only work with weapon that have inner holy/fire/elemental damage on them.

and unless a change was made , does not increase the damage of spells , only weapons.
