Enemies and bosses will have LESS health. It allows you to do the quests for NPCS and other endings.
In NG+1 especially the bosses will turn into tanks...

Erm, that is quite wrong though? They patched it a week ago so people who were complaining could get like half the vestiges restored in NG+1
I played with a friend from the start of NG+ and up to Tancred, and this guy was the tankiest of them all for now. The entire fight length was about 10/15min and this is with buffs and smite damage every 3 to 4 hits.
This NG+ is really badly balanced.
NG+1 has major vestiges.
NG+2 and above only has VESTIGE OF ETHRYG and VESTIGE OF BETRAYED ELIARD.
Just use seeds...
I am currently passing NG+6.
NG+1 is harder in difficulty, mob density is heavier, and there are only the main vestiges remaining in the game. I believe 9 are present in NG+1? I would need to check to confirm. NG+1 is also quite a bit wonky in terms of difficulty at this point in time. Some enemies are more challenging to counter your increased skill you gained by playing the first playthrough. However, some are just a wee bit overtuned to throw off the balance and pacing of the game. Something they are continuously patching.
Sundered Monarch is an example of a bit overtuned. While his damage remains challenging but fair, his HP is just through the roof, making the fight a slog that takes quite a long time to finish.
