It is a reference to Christian iconography where angels are often depicted in armor, but barefoot. Since those are the leggins of Pieta who is a sentinel of Orius..

Ok, i didn't know that but it's not part of Pieta's armor it is Judge Cleric.

Yeah, pieta's leggins are almost identical, both came from the same religious order.
