how much radiance/inferno do you need for items descriptions?

Quite a bit; it varies from item to item. Some descriptions can be read at rather low levels, while many, especially later in the game, require high investments.

It is not, in fact. There are items requiring more than 40 and even 50. It is a weird design choice, but probably intended to provide the player with something for new characters and additional playthroughs.

So are item descriptions really dependent on certain character values? I thought this only referred to the efficiency of the items, for example if you have more Radiance, then a Catalyst logically has more power.

edit: okay just checked my savegame (after the last boss) with Radicance 70 and the Radiance items all have descriptions but Inferno etc. have the text that I need higher values. What a stupid system honestly. :)
