Its the LOTF2_PCD3D_SM6.upipelinecache FILE TYPE upipelinecache
Delete the entire folder in appdata,go in game again so the folder appears again,now go to Engine.ini make it Read Only now, add the modification at the bottom and save,try to make a new character,see if that works for you also run the game as adminstrator. Just in case backup the appdata folder.
Its a thing on Nexus that makes edits to the engine.ini as well though not what is listed above to which I included this fix among it when I opened the file. Prior capping the overall fps to 60 using Nvidia Control panel had fixed the crashing as it seemed they where tied to frames as the game can be capped using the fps in the options menu but the loading screens where uncapped. Of course with the recent patch this fix stopped working so I removed it to see if it'd crash if the loading screens where uncapped with the ini edit listed here and so far it has not though it does seem to lag a bit when going into new areas initially but that teeters off within like a minute.
