She starts selling shards and runes when you give her tablets, each new tablet gives her a new tier of shards and runes to purchase

All of these answers are wrong. While she does expand her inventory based on the tablets, that does not apply to deralium shards. As far as I can tell, she starts selling them when you enter certain areas or unlock certain vestiges. For me, she started selling the large shards when I was in the Abbey

Where do I go for the blacksmith to unlock Regular Deralium? I have Small and Large unlocked but not Regular. Very irritating - Regular seem to drop more rarely for me than Large because Holy Bulwarks always drop Large ones.

DEAD WRONG. She started to sell them to me before I ever gave her the last rune. I did not even have it in inventory. The fextra wiki also does not show it as one of the last shop items you unlock so I doubt it just me.

I do not know when it unlocked but my guess is after a specific boss or after you activate a late vestige.

She didn't sell me large shards until she got the 2nd tablet. So her inventory is tied to them.

The answer is that she starts selling them around when you go to the Abbey of the Hallowed Sisters and use the vestige there. I had given her all 3 tablets before that point and she didn't start selling them until that point. Some if her inventory is tied to the tablets, but not all of it. Some of it is tied to game progression.

They start off pretty cheap but if you give the final tablet to sparky instead then her prices double
