GPU Utilization is 0%

Like the title says, My GPU isn't being used at all when playing the game. I don't have this problem with any other game. Playing on a Desktop, PC built myself.

Specs:
CPU: i7-6700k
GPU: NVIDIA 2060 SUPER
RAM: 16GB
OS: Microsoft Windows 10 (Pro I think)

CPU utilization will skyrocket from 80%-90%, progressively rising the longer I play. When I first start playing, I'll get about 50-60 FPS on lowest graphics, which is fine. But any longer than 10-15 minutes of game-play, or even entering the Umbral realm will shoot my FPS down to 30 or less. Unbearable to play. My graphics drivers are up to date, uninstalled and reinstalled just to double check. I've used Microsoft's system settings to "force" the application to use the dedicated GPU, to no avail. Even messed about with the NVIDIA 3D settings, to no avail.

My GPU fans do not whir up, like they do when I play other graphic intensive games, and my task manager reads that it's not even being used. Somewhere between 0%-1%. I had a problem similar to this a while back with Elden Ring, but one day (after an update) it just stopped and my GPU was being used. I don't know what happened, I just know I didn't change anything. I had put the game down for a while, several months, and came back to it and noticed my GPU was finally being used. I've looked everywhere and cannot seem to find a solid lead on how to fix this. Does anyone have some insight as to why this would be happening? From what I understand, my CPU doesn't even offer dedicated graphics, and my system doesn't even register it as a potential GPU. My system only reads my 2060.

Even when I booted up the game, I received a notification that I should update my graphics drivers for my 2060(which i promptly did). So the application knew I had a GPU.

Any help or insight would be much appreciated, in the meantime the game is nearly unplayable for me.

Your CPU is really old...seems like it's getting its ♥♥♥♥ kicked in. Min processor on this game is a 6 core CPU...yours has 4.

I recently dumped my 7700k (your CPUs slightly higher clocked bastard brother) this year because modern games were just taking a ♥♥♥♥ on it all the time.

If you have the thermal headroom you might try OCing it. Skylake can eek out a decent chunk of perf without too much effort.

Also try closing any programs you have running in the background that may be tying up those 4 cores.
