You can always go offline. At least all the Souls games never cared what you do as long as you didn't go online.

You go offline, add the levels, go back online.

this was the only way i could fix the issue myself.
went offline, used wemod to start the game and game myself enough vigor to level up to where my char was. jumped of a cliff a few times to lose the excess vigor. LvL 17 to LvL 64 was around 200k vigor, refarming this would have been a pain in the ass.

WeMod or Cheat Engine, or Duping your Save file or asking dupers for skulls. Many options :)

Yep, just recommended WeMod coz it's the fastest and most comfy.
