Its not the same as a VAC ban, you're right. Basically, VALVE inform the devs that can decide to ban you from their games.
I think a lot of what looks like cheating in this game might just be poor balance and weird down-/upscaling when there is a big level difference.
Nexus only seem to remove mods that get rid of pronouns in games, they dont care about online cheats.
I don't know if its more funny or sad.

VAC still isn't used in this game. Yes, Valve lets the developers use VAC for free through Steamworks but these developers used Easy Anti cheat instead.
So using that mod will not give you a VAC ban. It might get you banned by Easy Anti Cheat if it can detect it.
Without the use of VAC there is no VAC ban. A VAC ban is getting banned from a game that uses VAC.
Got a source for this besides your ass? Valve will ONLY ban you from VAC protected games, they have no obligation or desire to block you from other games. Especially games where their anti-cheat of choice will flag your save for being tampered with just by using the steam deck to play.
So you view bigotry as being more acceptable than cheating online?
