Why full screen has a fixed resolution that can't be changed?

If I switch to full screen it will be fixed at 2560*1080 resolution. I cannot change to any other resolution at all.
And if I enable HDR it will be force to full screen with the fixed resolution above. But my monitor is 4k HDR! So I can't have 4k and HDR at the same time. How to solve it?

change desktop resolution, welcome to windows in 2023 where they dont support "fake" fullscreen anymore

Because it's dx12 fake exclusive fullscreen that is more like borderless fullscreen. It works on your desktop resolution.

I havent bought the game yet as I'm waiting for patches, but does this mean I have to set my windows scaling to 100% instead of 300% everytime I wanna play in my TVs full 4k res with HDR? That is very annoying if that's the case.

DPI Scaling has absolutely nothing at all to do with resolution.

With windowed fullscreen you can change resolution, atleast i can on my 1440p monitor, and i also enabled HDR. But if you change from windowed to normal fullscreen i have no idea. But the game is awesome btw especially cooperative.

Ummm my desktop resolution is 3840*2160, but the game resolution in full screen is always 2560*1080.. in windowed full screen I can change it to 4k, but HDR is disabled. While in full screen HDR can be enabled, but the resolution is fixed at 2560*1080
