Problematic islands should all have at least 3 logistics bots. Including mining islands.
Use speed modules, of course.
For twig and coal packagers, limiting the output storage to "1" can make a big difference. They'll still be fast enough to feed everything, the point is that bots can catch a break and do other things. It's probably not that important for copper and iron ingots, for example, as they are produced slower. But limiting it to 1 for copper and iron ore packagers output is probably a good idea, for the same reasons as twigs.
