How to Unlock Packager?

I feel like I’m missing something incredibly obvious, but I cannot seem to figure out how to unlock the packager. It won’t let me buy the blueprint from the space station, so I assume I have to unlock it first somehow.

The shop you got from first meeting the alien sells packagers, possibly the blueprint.

Unfortunately, neither the first blueprint shop, nor the one on the space station allow me to buy a packager. When I hover over it, nothing appears and the buy button doesn’t work. Man, I hope I’m not bugged.

Checked in-game: The space station shop (top-left) sells the packager blueprint for K2250 (last one on the bottom, left most). You need the Merchant III membership.

I definitely appreciate your help! Again though, I’ve bought everything in the station shop (including the merchant memberships) and packager just cannot be bought. I’m actually convinced now that it’s bugged for me because the merchant has a green ! over his head to indicate I can buy the packager (the only thing left in the store to buy), but I’m given no option to actually buy it.

I find this item very......... eh.
You cant upack it, or am i missing something?

I have not obtained it in any way. Can’t buy a 1-time use one from the first shop, can’t buy the blueprint from the space station (despite having bought every merchant card and item in the store except for the packager), the item is grayed out, empty, and unavailable in the Production tab.

I assumed this was because I had to finish the skill tree, or complete a quest or something to unlock the packager before I could buy the blueprint, but I’ve pretty much 100%’d everything else.

I think I’m meant to be able to just buy the blueprint in the station shop, but hovering over it there just brings up a completely empty side window, no Buy bar or information at all within it.
