Both of these were solved by running the game with "Disable Fullscreen Optimizations" checked on the main executable properties/compatibility tab.
I also ran into an issue where my settings were not being saved. I found out that you need the game installed on the C: drive for the options file to be properly written Probably something to do with permissions or the game simply unable to locate anywhere else.
From what else I've read, you may want to run the game in XP SP 2 compatibility mode to stop other potential issues occurring.
If you are struggling to launch the game, or experience any black screens, please follow our troubleshooting steps given by Ubi_TheBerry above.
Other fixes you can try as confirmed also by other players, is to run the game in Compatibility mode, as some games can struggle to launch or perform on modern day systems the game was not designed for.

As pointed out by Erik, also selecting Disable Fullscreen Optimizations can help with this issue in several of our older titles that may not launch for you on a modern system/monitor.
