I've got it working now. I evidently didn't try everything. So in the "Keyboard/Mouse" menu I dropped "Mouse Input Sensitivity" to zero. No more issues. I was also wrong in that it wasn't a minimum movement problem. It was an acceleration problem. If I moved the mouse to slow the game would not register it in game. As I said, dropping sensitivity to zero, even though that seems backwards to me, makes the game fully playable. Hope this helps.
Update: I still have the problem but it's only noticeable on heavily zoomed in weapons like sniper rifles. Every other weapon seems fine and I can only detect the problem if I really try to move the mouse slowly. It is exacerbated by zooming in but no where near as bad as the sniper rifles.

What OP was describing doesn't really fit what's happening to me. For me it feels like I need to put a minimum amount of movement into the mouse before it registers the action which makes fine movement impossible. It's really obvious when zooming in with a sniper rifle. I've done all the sensitivity changes and nothing gets rid of it. Increasing sensitivity lessens it but it's still there. I have no issues when I'm in menus. It only happens when I'm in game.

Oh boy, if it's hammered out I'll be back to this game in a flash.
It's pretty unbearable, so I'll be unable to play the game until they get it fixed.
Edit: Also make sure you have "Mouse Input Sensitivity" set to 0. The name is misleading, it's basically a deadzone setting. "Camera Sensitivity (Mouse)" handles mouse sensitivity.
