How would one go about installing a mod?
I just want to install a mod to fix Tim's hair in the game and I can't seem to find a way to make it work. Help?

Is it the "Belfry Robin Hair"-mod by notryzer on Nexus? I have that too and it works like a charm.
You just need to extract the .pak file from the .rar you downloaded (right mouse click and use 7-zip or similiar to extract). Then copy the .pak file and paste into the "Paks"-folder at the end of the following path: SteamLibrary/steamapps/common/Gotham Knights\Mercury\Content\Paks
Thats pretty much it.

But really, in general just follow instructions on the Description tab of any mod and keep in mind that downloaded mods are (almost) always inside of a compressed .rar or .7z or .zip folder that has to be opened to get to the mod folders/files.

For this game you simply add .pak files to the appropriate folder.
Belfy Robin Hair description says this: "To Install, drag in your Gotham Knights\Mercury\Content\Paks path."

Previewing the mod on Nexusmods Files tab shows the mod file is ROBIN_P.pak (5.1 MB), so that .pak file just needs to be dragged to the above Paks folder

Safe = ban free
As far as I know.. yes it's safe. There's no anti-cheat software or anything like that, and no official statements on if modding is allowed or not. And there's no competitive mode or anything, so no reason to ban for mods especially when a lot of them improve the gameplay.

I guess there's always a risk if they decide to implement some anti-modding policy, but I doubt that would happen.
Personally when I purchase this game (hopefully next week if patches can fix performance enough) I'll be using non-cosmetic mods like faster traversal mods for example, and leaving my game Open to co-op. Not sure if those gameplay mods would take effect during co-op on your own / someone else's game, or if cosmetic mods would appear only for those that have the mods installed, but I'll be trying for sure.

As long as the mods stay free and no third party is suddenly generating revenue off the game platform, WB Games have no real reason to shut down the practice.

Mods increase replayability for players and gain more positive publicity from the gaming community, which GK didn't start off particularly strong with in the first place. Most importantly, it doesn't cost WB Games an extra single cent to maintain and is entirely outta the pockets of the volunteering individuals themselves. You don't get a much better deal in these cases.
