Heavy attacks don't refresh lol. Just hold down the attack button and then beat the crap out of her with light attacks. Rinse and repeat.
If worse comes to worse you can always just keep at range with dodges and peck her slowly to death with batarangs. Godmothers will be much easier when you get more options on Batgirl.
I didn't get it until after the first time I fought one.

Perhaps that video can help and show you how one should tackle this enemy type.
Simply unlock her knighthood ability and take Grapling hook. You will deliver your foot to your enemy jaw every time you grapling non-shield/stunned-shield enemy type, dealing up to 4 to 5 times your normal damage (yes it is that hard).
If you haven't unlock them then heavy attack followed by beatdown, works almost everytime in every situation.
Ironically, once you get leveled a bit, Batgirl rolls through the big enemies like she was born for it. Red Hood with his grab attacks is the only one who might be arguable for being an equal against them. But going into that grab animation in the middle of a skirmish can be bad.
Check the skill tree you have a skill that can interrupt heavy attacks and kill easily that kind of enemies.
