Don't worry it's not just you..
I have a 7700X+6950XT with 32 gigs of ram and games installed on a Samsung 980 Pro M.2 SSD in the pci express 5 m.2 slot...it's not even utilizing the GPU, it's at 50% ish most of the time and CPU at 35-40% ish while only getting 60-80FPS mostly, if it were pushing the GPU correctly it would be in the 100's ... with ray tracing it STILL doesn't push the GPU and FPS stays around the same with it dropping into the 50's but, stays around the same GPU utilization of around 50-60% ... somethings wrong with it and it's not my system if other games push the GPU correctly..
I re-installed all drivers and even went into windows system-->display-->graphics section and added the game there and gave it high performance, still the same thing ..it's the game
The game for some issue is not using the CPU fully at all. It's a CPU bottleneck when the CPU is not even being used fully.

If you are playing at 4k the cpu shouldn't be no where utilized as much as the gpu that is unless you are playing at 1080p or 1440p then yes the cpu will be utilized more.
With most games I have playing at 4k the gpu is usually utilized at/around 99%, and the cpu is between 10%-40% depending on the game. Just my experience over the last few years.
Digital Foundry said the only thing that really makes it run better is turning off RT, lowering the view distance, and environmental density. Game is CPU bound like Spider-Man
Yeah, i play at 1440p.
so disapointed : gpu usage only 25-30% and the same for cpu :/
game runs awful
(no problem on other game like spidermand remastered , plague tale requiem etc etc..)
the worst port I ve seen since many years :/
