In the end, I don't really care. On a practical level, it seems to mean "Damage" = more damage per strike, and "Power" = ...I guess I don't know... more hits landed, perhaps? Or maybe a higher critical hit chance?
I would say practically, power presumably does nothing. It's just a rating of the other stats on an item. Like every other game that's ever had a gear score.
If you look at the characters suits on the racks in the Belfry, each character has a power value. It's just the sum of all of their equipments power stat. I've seen no reason to ever think it's anything more than that.
Just to add to what's already been said, I just tested two Red Hood guns with the same damage value but significantly different 'power' values. The damage-per-hit (normal hits, no crits or other modifiers) was exactly the same for both weapons.
If Power does have any practical purpose beyond the abstract 'ranking' of equipment, I'm not seeing it. Not in the damage numbers, at least.

One thing to keep in mind with gear, is that mods on it will improve a bunch of it's stats. Sometimes you'll have a piece of modded gear that's better than another piece of gear. But if you move that same mod over to the other piece, the other one would then be more powerful.
So for example:
My batgirl has a power level of 5,720. Before I entered NG+ I noticed that crimes had a difficulty level from Very Low to Very High. So those that are Very Low I would say would probably have like a recommended power level of maybe 3000. Very High would probably recommend a power level of let's say like 7000. This is all arbitrary but in the end I could still do Very High generally easy albeit just took longer due to enemies being spongey and hitting harder.
This is what I thought as well. But I question it now after seeing mods where the only stats on them are 20 health and 250 power. My character had 500 health and was power 800 at the time. 25% power increase for 20 health seems odd.
