Stone Watcher Location?

I've been looking for it for a while now but i can't find him.
Can you give me a location where they are?

there are a few around the map there is one right outside the shrine of ascension use the staff to warp there go to the right to the headless statue and drop down the ledge there is one right there

As posted above, there are at least a couple of them around, and I think they respawn at some point (I've never paid that much attention, since the Watchful Eye wasn't actually useful until now). For what it's worth, this is what you're looking for:

FYI, there's also one back in Heifer's Reach (the starting area), unless they've removed it. Of course that's not much help to you now, since there's no way back there once you leave, but if you restart at some point, you could look for it. But it's going to be a challenge when your only weapon is a stick.
