I believe server-side modding is a little different from what most people mean when they request "mod support". Server-side modding can't introduce new weapons, new units, or new skins into the game. But if you are looking for administrative type mods for running a server then some of those can be found here:

There are more possibilities with server-side mods other than administration such as having a particular scenario/event where structures and units are pre-placed but this doesn't exist at the time of this comment. Server-side changes are never going to make it like Starcraft, for instance.
My favorite game of all time, Tribes 2, got pretty boring after a few months in the original design, but with mods, the game became quite popular and lasted a good 10-15 years with good player numbers, and really still exists today as Tribes Next but with hardly anyone playing. The only issues were really that occasional game patches broke mods, but mods were fairly easy to adapt with documentation. You could say the same of so many more modern games as well.
