Report a translation problem
When hovering over a clip in the timeline it should popup a menu like this:

Selecting "Edit" will show a list of effects you can add to that clip, but you must purchase the effects first:

Thanks so much. I fortunately got to that point and realized. Either I was not paying attention to the tutorial or did not have that turned on. I dont know. Either way, that was the issue. I just hadn't gotten far enough.

I do however have the issue I have seen mentioned before here where on occasion my menus go bezerk. Sometimes I open the inventory and try to put a game up and instead it takes random games and systems from the shelf back to the inventory. And food sometimes will not let you eat, but instead jumps around strange options. I feel like this could be tied to having empty slots between some of the items because on occasion I can sort the inventory and close and open it and it may fix the issue. I am living with that for now so just wanted to make you aware. Thanks so much for the reply.
