Aluminum Foil Hat not in inventory

Hello,

I completed the quest of Dr Ermingaut and in the conversation he stated that he gifted me the Aluminium Foil Hat. Unfortunately this item did not appear in my inventory. My inventory was not full at the time.

Now I am afraid i can not complete Edgar's quest, and as a follow up not complete the quest of the Mayor to get her the blueprints.

Is there anyway i could fix this? I would dislike to need to start over because I have spend quite some time on this saved file.
