Free PlayCon Ticket - Always Missing 1

I can't seem to find anything recent or anything really mentioning my issue. I tried restarting the day SEVERAL times. I can always find 2 of the 3 people. Every single time I go to find the 3rd person I can't find them anywhere. I always look at the suggested places I found on google, and then I sweep the entire area. No where to be found.

Has anyone else had this issue? Is this a game mechanic to where you can only find them on certain days or with certain luck? It doesn't seem to matter what district I start in - they are always missing from the last district I need.

Nevermind - leaving this here for future players. You only NEED 2 even though the way it's worded makes it seem like you need to find one in EACH neighborhood. lol

As far as I can remember, when the game was released, you needed all 3, and it was later changed to 2 with one of the updates, to make it easier to get the ticket.
