They don't care about player retention. Never have and never will. Yes. Catering to a tiny audience of loud, no life sweat lords is what they have been doing since day one.
Hence their continued, comical balancing act to this day.
I wish this game was just a team co-op game like Left 4 Dead or World War Z because they clearly have no idea how to balance PVP.
Saber doesn't need any help with that.
How? The two games are completely different. A new player can still play DBD the same way someone with 5k hours can. You can't do that in this game as a new player and this isn't just towards survivor, it goes for killer players too. The game play is also not even comparable to each other.
I've suggested it multiple times that the stat-based leveling is what brings this game down. Its very fun, but when you lose simply because someone's possessed unit takes 25% of your health in one swing or you can't put a dent into one lone survivor's HP with any unit it does not feel like a skill issue.
The game is fun when the playing field is more leveled. Its not very fun getting stomped because you're a level 1 player.
