What did you expect?
A 7700K is the absolute minimum and even that is too long in the tooth.
I'd know. One of my systems is an overclocked, water cooled 7700K/2070TI/32GB DDR4 build and the obvious bottleneck is the CPU according to RTSS.
Even 6 Core CPU's are no longer viable for recent titles. Let alone 4 core ones.

Run Ultra Setting Its Fine Lol, still got 60fps+ up
This game is definitely not well optimized, but it's playable.
Seems putting everything on epic causes more stutters.
It's Unreal Engine 4, which is notorious for framerate issues and stutters.
yet this and a few games that are unoptimised lag like hell, especially the new map Castle Krashalot
the game played way better after launch
and my gtx 1070 run everygame fine
(hunt showdown, dead by daylight etc etc) with minimum 80 fps
