The problem is the GPU subutilization even with powerfull CPU, which means CPU bottleneck. You can see 7800X3D causing bottleneck in this game on Youtube videos. It's absurd.
But how much GPU usage? CPU usage is irrelevant to observe CPU bottleneck. That's the point. Even using hiend CPU, the game still have huge drops on GPU usage (CPU bottleneck).
Game needs update ASAP to fix it. There's no visual or effects appeal to justify this bottleneck.

Your system should never experience a CPU bottleneck in an single player modern game.
Its almost as fast as an intel 12700F cpu (100% stock) in gaming if you do a 20+ game average, almost tied. The 5700x3d isn't a slouch either its great performance if you are already on the older am4 platform. Now the 10th gen intel's I would say are starting to show their age a little now in certain situations and games.
Just like on the 5800x3d you can probably tweak the cpu and do a slight Undervolt and gain 5-10% performance boost. On a 5800x3d you can do kombo strike 3 and undervolt to get it to stay at max boost 99% of the time and it gains a decent performance bump.
