It may complain about a virus, but it should be safe, but use on own risk.

You are right, both source code files are empty, really strange. And I am sure that not any anti-virus engine blocked this zip or tar file. It is really empty :(

It's chrome or the browser, the way I fixed this is:
1) click on link or choose save as
2) chrome will tell you that it blocked the download
3) go to where you saved the file and you'll see a file name something like crdownload.partial (or similar)
4) rename it to fov.zip
5) unzip
6) enjoy!

How looks that FOV mod interface and game preview...

However Microsoft Defender found trojan: Trojan:Win32/Wacatac.A!ml. I do not know if it is false positive or real trojan...any idea how to check it?

Probably because of the CheatEngine, anyway if you don't trust it, don't use it. I personally can live with the actual FOV so I am waiting for more info
