First: You can't put drinks alone on a regular menu because your customers only order one thing at a time and putting such a cheap recipe on your menu not only will cause you to take a loss but will cause a constant mood drain as all your staff freak out over your poor menu planning. You could, however, add an additional prepare step to a recipe with a drink on it and consider it a combo meal, I guess, though multi-stage preparations are kind of a bad idea in general because they not only take longer but screw up the whole rhythm of your kitchen and should be avoided when possible (that's a separate discussion).
Second: If you are in sandbox mode or far enough along in the campaign, you will gain access to the Bar. If you have a bar, you can mark items on your ingredient list to be sold at the bar. People who enter your restaurant alone will sometimes choose to go sit at the bar and drink instead (especially if you are busy). However, if you do this, be careful never to click the option to throw away ingredients that aren't being used in any recipes, as the game will gleefully dump your entire bar stock down the sink for no apparent reason. Also, remember to assign someone who is good at Serving to work at the bar. (Preferably someone who is also good at cleaning as bartenders end up with a lot of free time on their hands and may as well help sweep up.)
