I am looking all over and can't find where it explicitly says that DLC is all that comes with the deluxe edition. Can you point my blind eyes somewhere specific please?

yeah it doesnt say anywhere about the edition types. Also, least for me, it just says satandard and "crimesight" instead of crimesight deluxe edition

Well that's dumb... I can buy the game for £15 or the game and DLC for £25.

Alternatively, I can buy the game and DLC separately for £23.

Why would anyone buy deluxe if it's cheaper to buy the game + soundtrack + stamps separately?

It might depend on your region? Deluxe is cheaper by 30 cents for me, compared to buying both seperately.

From what I can tell, it's 1 penny cheaper in USD to buy standard edition + DLC than it is to buy the deluxe edition. I guess it boils down to it being worth spending one penny to save the trouble of buying the DLC separately. LOL
