fowler is OP
I've tried the same setup with thunder in one match and fowler in another match. The difference is insane.

Thunder was good, but the reload slows you down. With fowler, I was stomping through enemy robots basically nonstop. The high damage output combined with it's perfect accuracy is simply too good. A few shots to an enemy's shoulder and they're dead or almost dead. I mean, you have enough damage to rip through most hulls in 1 mag (with 2 fowlers), so you don't even have to be picky about where to shoot. And you can do this at 325m (with some skill/luck).

Meanwhile, the thunder needs to be within 150m to do be able to focus a specific armor piece like the fowler. It's reload is also much slower and it does slightly less damage. And now for the worst part of this whole comparison... thunder takes 6 weight and 6 energy to equip, while fowler takes 5 weight and 4 energy.

Slower reload
Less damage
Weighs more
Higher energy cost

Thunder isn't even bad, it's simply outperformed by the fowler in every aspect.
Fowler needs a nerf badly. I suggest lowering the damage to shields and/or slowing down the charge-up speed.
