The animations and moving are too fast

Hey, recently when i started the game, i noticed that there was something wrong, the animations are with 2x speed (character/npc animation and menu animations) and the movement around the map is on 2x speed too, i verified the integrity of the files, i updated all my drivers and nothing worked, can someone help me please?

Looks like you did modify the "engine.ini" file. You need to restore it.
