I primarily play games like this with my friends & only got it on steam because i'm the main person in the friend group who buys fighters and remote play makes fighting games feesable when we aren't all together. If i cant manage to get the game to not be in matrix bullet time i may have to refund it and get it on console.

Reduce Shadow in graphic settings in-game.
If you can also test to set the game in windows mode, go play a fight and check at the same time ressources used (CPU, RAM, GPU) by the game (2 process named with APK.exe) in your task manager.
That will help you to find what is the problem here.
Check also to unplug usb devices during fights to see if you see a difference.
Sometimes some usb devices cause slowdown or problems. We see a lot of problems with joysticks or controllers in this forum.
i do have a ticket into sega with DXdiag & msinfo so hopefully they can narrow down whats happening.
I occasionally have this same issue, and what's worked for me is simply restarting my computer. It happens when I unplug my computer or it's been a bit since launch, but if I notice it, I simply restart my computer and it fixes it.
