So basically i pre order the game about a week ago and when i go over it, it says available october 15 2021 even tho it says that when you pre order you get to play on october 13 2021 is this a glitch???

Game releases october 15th, if you pre-ordered it then you get to play two days early.

usually if a game has early access, they'll let you download the game a day or two before you can play it... so if you pre-order the deluxe and it lets you play on the 13th, then you can most likely pre download the game on the night of the 11th or the next day 12th...

I'm not sure if it is a glitch. I pre-ordered the game before that date (28.8 to be specific) and it shows me the same thing. I guess that we can only wait and see if we get the possibility to download the game on 13.10.

Sure if you have the deluxe edition, you will have an early access the 13th. The counter time on the store page is only for the official release (15th) for standard edition.
