Report a translation problem
Wind turbine, substation, power line, substation, Power line, substation and so on. Remember you cant simply place random networks all over the place. Everything needs to be connected to the first substation you lay down.
Every substation has a range of electricity so anything not in the vicinity of said substation would not receive power.

Personally I put a road around each square leaving enough room at the road edge for my substations. on the white boundary lines I place my pylons as this usually gives me enough coverage to the centre of my city.
Later game I will start extending my network further in to my cities and over fields for the most realistic look.
At the start of each game you need to put down a wind turbine and a substation in close proximity. Leave enough room to expand as you will soon unlock the larger turbines.
